Executive Summary of IMPACT: International Medical Preventions And Curative Treatments

(for Long Covid for international activities to address Long Covid)

Recognizing the Long Covid is a major health, national security, development and humanitarian crisis globally this proposed US Federal law the objective of this law is to aid participating countries to control the Long Covid crisis through prevention, treatment, monitoring, mitigation of forward transmission and related activities.

These goals will be achieved with assistance from

• NGOs
• The United Nations Children’s Fund (UNICEF)
• The World Health Organization (WHO)
• The United Nations Development Program (UNDP)
• Other governments
• Other relevant institutions

The activities supported in this Act with respect to Long Covid are:

PREVENTION of Long Covid through activities including:

• Educational programs to reduce infection with Covid;
• Assist with implementing educational and prevention programs that are culturally sensitive to inform people of the risks of Long Covid and how to avoid it;
• Assistance in encouraging the reduction of forward transmission of Covid;
• Assistance in providing voluntary testing for Long Covid and counseling; and
• Assistance in ensuring a safe blood supply.

TREATMENT of Long Covid

• Assistance in establishing and implementing programs to strengthen indigenous health care delivery systems to allow those systems to deliver Long Covid pharmaceuticals and other treatments;
• Assistance in strengthening and expanding hospice and palliative care programs to assist patients debilitated by Long Covid; and
• Assistance through the provision of pharmaceuticals including antivirals and other appropriate therapies for treating opportunistic infections, nutritional support and other treatment modalities.

PREVENTATIVE INTERVENTION EDUCATION AND MODALITIES for Long Covid

• With emphasis on specific populations that represent a particularly high risk of contracting or spreading Covid; and
• Bulk purchases of test kits and mitigation devices.

MONITORING of programs, projects, and activities set forth above.

PHARMACEUTICALS

• Procurement;
• Quality control; and
• Distribution.

RELATED ACTIVITIES

• Including care and support of children orphaned by Long Covid
• Improved infrastructure and institutional capacity to develop and manage items set forth above; and
• Research and development of an effective vaccine for use throughout the world.

COMPREHENSIVE PUBLIC-PRIVATE PARTNERSHIPS FOR LONG COVID

• Establish such entities within participating countries;
• That emphasize efficiency, accountability and results-driven programs;
• Engage with various local and foreign partners including businesses, government agencies, institutions, NGOs, foundations and more to assist in coordinating and implementing Long Covid programs; and
• To provide technical assistance, consultant services, financial planning and other services in support of the national Long Covid strategy;

Mandates that an annual report be submitted by the President to the Senate Foreign Relations Committee and the House Committee on International Relations regarding the implementation of these activities for the prior fiscal year.  Sets forth funding limitation that not more than 7 percent may be used for administrative expenses of USAID. Sets forth definitions and authorizes appropriations. Allows for the integration of nutrition programs by USAID. Sets forth eligibility for assistance. Recognizes that food assistance may be required in certain countries to enhance other treatment.
